Google and the mobile carriers review your privacy policy during approval. Their guidelines say it should make clear:

That you collect mobile numbers and what you use them for.
The types of messages a person may receive, and that message and data rates may apply.
How to stop messages (reply STOP) and how to get help (reply HELP).
That mobile numbers and opt-in data are not sold or shared with third parties for their marketing. Carriers look specifically for this, and its absence is a frequent rejection.
A privacy policy link that is reachable from wherever people opt in.
